Oregon weight-mile tax changes in July 2027 (HB 3991): the 10 new rates
House Bill 3991 simplifies Oregon's weight-mile tax from July 1, 2027: the tables collapse from 85 rates to 10, the registered weight on the cab card becomes the weight you report at, and axle counts and multiple declared weights go away. ODOT has published the new table.

One rate per registered weight group, whatever the configuration or the load: an empty return pays the same rate. Vehicles registered at 26,000 lb or less do not pay the weight-mile tax, and no longer need to declare a higher weight when they run heavy.

Up to 80,000 lb the 2,000 lb groups fold into 6,000 lb groups with one rate each. In most groups the new rate sits between the old lowest and highest one: the lighter trucks of the group pay about the same or a little more, the heavier ones less. Two groups stand out: 68,001 to 74,000 lb drops to $0.1815 for every weight in it (from $0.1941-$0.2187 today), and 74,001 to 80,000 lb moves to today's 80,000 lb rate of $0.2512, so a 76,000 lb truck goes from $0.2300 to $0.2512 a mile.

Frequently asked questions
- When do the new Oregon weight-mile tax rates start?
- For operations on or after July 1, 2027. Reports for operations before that date use today's rates and structure; the first monthly report under the new table is due by August 31, 2027 and the quarterly report for the 3rd quarter 2027 by November 30, 2027.
- What weight do I report from July 2027?
- The registered weight on your cab card. ODOT will ask carriers for a Mandatory One-Time Amendment (MOTA) in spring 2027 to confirm or correct the weights on Oregon Trucking Online.
- Will I pay more or less?
- It depends on the weight. At 80,000 lb the rate stays $0.2512 a mile; between 74,001 and 78,000 lb it rises to $0.2512; above 80,000 lb one rate ($0.2631) replaces the axle columns. ODOT says the change is meant to be revenue-neutral for the industry as a whole.
- What else changes?
- No more multiple weight declarations, axle counts or reporting of operations above 80,000 lb (except on an over-dimension single-trip permit); the $5 vehicle suspension fee ends; the wood chip flat fee ends, the log flat fee goes down and the sand and gravel flat fee goes up.
